Fungi such as that causing athlete's foot (Tinea pedis), flourish in an evironment such as feet. The foot has 2 characteristics fungi grow well in. 1. Dead skin and 2. a warm moist environment. Some people are more prone to fungi foot infections do to their immune system. Many of the over the counter medications work well but if it moves into toenails, it is more difficult to treat.
