i'm guessing your fish is a betta fish?
if so he needs WAY more space than a 1/2 gallon tank!
he needs a filter and heater to start and live plants decor in the tank, every fish needs a filter even if you do get a filtered tank tomorrow you need to cycle it through for at least 4 weeks before you can put him in

The filtered tank will help, also assuming it's a bit larger for him. Keep the water quality good. Usually it's brought on by poor water quality, and just fixing that will remedy the problem in most cases. If it's really bad, then an antibiotic will be needed, I usually recommend Maracyn Two, but like I said, hold off and see if the improved water conditions help first.
